seems like chosing army should be changed, because random is more effective way to get good army and save all points. IMHO it should be something like:
1. China, tank - 0 point
...
random - 2 point

Good point. Perhaps remove random all together. The idea behind is that players could pick armies, and be a bit tactical. But now random seems to be the choice for like 95% of the games.
