The long term problem has been and still is, too many outside forces are supporting weaker factions and there is no majority. Until there is a clear strong group that leads the others into properity, there will always be civil war from outside influence, both western and Islamic fundementalist.
What is interesting is the police was preventing repairing houses despite the presidential degree (and despite western humanitarian agencies providing material) . This proves that many factions in Lebanon were involved in ethnic cleansing and you can't blame Sharon alone.
38 years on, the same ethnic biased laws still exists and refugees can't rebuild / expand/repair their houses inside these miserable refugees camps.
It is hard to say it but unfortunately Lebanon is good in gaining enemies and good in planting seeds of hate that they will suffer from in the future in a region setting now on the biggest ethnic / religious bomb waiting to explode. It is not strange to hear calls from whipping out Lebanon from existence coming from hardliners on the other side.
Your comment is the best comment describing Lebanon problem i have ever read , unfortunately Lebanon like most of the Arab world don't have the capacity nor the will to admit their own mistakes , they are masters of blaming others , look to Lebanon now , even after 40 years & there is no PLO to blame , they still cannot get their shit together , they cannot agree on any thing , the country is in still in total chaos

Take this additional piece of information: The head of Maronite Christian Church sent a letter to the Jewish Agency during the early 1920s proposing a minority alliance between them to confront the "Muslim Arabs" majority. Lebanon as a political entity was formed upon an agreement between France occupation and the same head of Maronite Church.

I spoke to a QDG who was on that tour- they had no trouble whatsoever with any of the locals.
There’s probably no one left in the regiment who was on that tour.
