When I recorded the video the laser pointer option was shown in the lower left corner of the slide when you move your mouse on the slide. It has moved. You have to click on the three dots to the right of the slide number in the lower left corner of the slide to bring up the options. Then you see the laser pointer option. You can also turn the laser pointer on and off using the L key on your keyboard. Hope that helps.
When you connect a laptop to another screen (projector, monitor, or TV) you can tell the operating system to either mirror the laptop screen or extend it to the second screen. If you extend the screen you can decide what is shown on the second screen.
Presenter View in Google Slides opens another browser window and it then displays the browser title bar. There is no option to have the slides show in a window that has no title bar when using Presenter View.
That sounds like an audio system issue. Use the settings in Google Meet to make sure that it is using the correct audio inputs and outputs and use the audio test feature to make sure it is working. Google has support pages you can access from within Meet.

I'm confused because when you pop up speaker notes or use presenter view you pop out of Full screen and the browser bar shows up

My presenter view is on top of what I want presented. How did you get yours to be side by side?
Since the two browser windows are independent, you should be able to move each one into the place that works best for you.
