For the civ side, i can agree, (big guns, unlawful upgrades etc), but the police team doesn't need money as much.. all you have is police customization, undercover, etc which doesn't do much to your overall performance.Only p2w-ish aspect to the police side is the swat team, which isnt even that good for its price.

Honestly no cuz u don’t need the fastest car to win. U can easily get the dodge challenger which I think is second fastest car. Quickly. And then the bronco is cheaper but rlly good cuz of its suspension and clearance. And yeah game passes help but if ur skilled u can easily make money. And if u want just be a cop or fireman and it’s fun. U can still have fun without paying.

I have been playing ERLC for 1 month and already made 300k without spending robust and no where near p2w and the ak47 is still good so I don't think the game is that p2w but maybe for some people
Police team all u basically need is a good gun and the taxes and your set im almost at 5k from just the glock 17 and the taser
