Obviously, the big guns and SWAT gamepasses make combat pay-to-win. However, I have found that even in public servers where everyone RDMs, it doesn't make that big a difference. Not all that many LE use the SWAT weapons, and LE can usually still counter people with big guns. I have trouble coming to a conclusion about whether the criminal gamepass is pay to win. You still make money from crimes without it, and there are ways besides crime to make money. At the end of the day, I feel like the game is reasonably balanced to incentivize the gamepasses while still being playable for people without them.

Honestly no cuz u don’t need the fastest car to win. U can easily get the dodge challenger which I think is second fastest car. Quickly. And then the bronco is cheaper but rlly good cuz of its suspension and clearance. And yeah game passes help but if ur skilled u can easily make money. And if u want just be a cop or fireman and it’s fun. U can still have fun without paying.
