F-22 Raptor was going to be replacement for F-15 air to air models...it is basically an F-15 that is better in every way with Stealth tech added in. But the Cold War "ended" and the very large order of F-22 planes was reduced to less than 150 of them being made, so the F-15 ended up being upgraded more and still flying on the front line instead of being replaced. The F-22 is never sold to anyone else besides the US Air Force, and is still the best air to air focused plane ever made. The F-35 is now a success...after many many years of development troubles and dollars...and while it is a multirole aircraft and is meant to replace the F-16 in USAF service eventually, it is also a terrific complement to the F-15EX. The F-35 is stealthy enough that it will pretty much always "see" the enemy first, and that makes it probably the 2nd best air to air platform in the world after the F-22.

Chinese keeping relatively small fleet of their “allegedly equal” J-30 and J-35 only for themselves. Russians has less then one squadron of Su-57s. And at the same time there are around 1000 F-35s around the world. And not only in the US Air Forces, but in hand of closes and the most trusted allies. The difference between F-35 and F-15EX (and broken F-22) is specialisation. F-35 is a multirole stealth fighter jet. It flying at any time, weather and design to do a lot of things. It is highly survivable in modern and future warfare, but costly in daily exploration. Meanwhile, F-15EX (and especially F-22) is primarily air superiority fighter jet. Sure, it is also capable doing varsities of missions, but it is first and foremost tasks to intercept and destroy enemy targets in the air and in lower orbit. It is quite easy to notice F-15EX on radars, but extremely hard to do anything with it (to potential enemies). Oh, and it is noticeably cheaper. In the end, if American allies are not too trustworthy for F-35 (like Saudi Arabia or Qatar), they still can buy F-15EX. Or, as a more “budget-friendly”, almost anyone who in good relations with the USA can purchase F-16 or F/A-18 instead. Swiss and Finnish certainly loves they “Hornets”. And “Fighting Falcon” is literally the most produced 4th generation fighter jet (and still in production). Hell, Thailand, Singapore and Israel wanted to buy over 40 of “Eagle II” each. So, yeah, modern American fighter jets are anything but not “failures”. P.S. F-22 are forbidden to sell to any country, besides the USA itself. This thing is everything great F-15EX and F-35 has at the same time.

The plane you were talking about and correctly identified is the NASA operated X-15 test/space plane...which still holds the record of the fastest powered aircraft with a pilot on board ever...but was never used for launching any satellites. Fun fact, there was also a test plane called the X-5 that flew in the 1950s, and was the first plane that could change the sweep angle of its wings in flight...which the US used later on the F-111 and F-14 aircraft among others, and the USSR used on the MIG-23 and MIG-27 among others.
The f15 is still in service for certain roles that f22 and f35 weren't designed for because stealth aircraft have to keep all their missiles inside to maintain their stealth profile, but the f15 can carry a crazy amount of missiles because it doesn't have to worry about stealth. The extremely powerful engines mean it can carry a massive payload, especially the new f15 ex upgraded ones, so they are mostly used as ground strike aircraft that can still dominate most other jets it might come across. From all the test exercises though, the f15 doesn't stand much of a chance against the f22 or 35s because even if it has more power and more missiles, it can't get a lock on stealth aircraft without being 10x closer than the range it can be locked at. That's the reason stealth aircraft are such an advantage, they can track and hit you at 100 miles (or more) and you might not even be able to track them at all
It's somewhat timely given what is going on in the Middle East, but the F-15 legendary status started in Israel. Basically, the USSR sent a ton of weapons to their Egyptian and Syrian allies, while the US sent our weapons to Israel; we couldn't fight each other without risking the apocalypse, and so both sides sent their respective tech to the Israelis and Arab Coalition to fight by proxy. The IAF still has the majority of kills with the system. In 1982, the largest post-WWII air battle happened, called Operation Mole Cricket 19, over Lebanon. Using jets including a number of F-15s, the Israelis fought the Syrian Air Force and 30 USSR SAM batteries, destroying 85 jets and 29 SAM sites (this was also the first use of combat drones). The IAF lost no jets, and only had 2 jets experience significant damage (but flew back to base). That, obviously, freaked the USSR out beyond belief.
