Main problem is to put brackets on the tv 😢 can you please explain if possible do we have to drill or already holes are there

I was going to swap TV's, and tossed manual a while ago. Is the top bolt by the tilt adjuster supposed to be loose to allow play, where as the bottom (under the arrow) is tight? I can't remember if this is by design or not?
