Don't worry they have nothing to do with the favicon. They just tell the browser what to do. e.g. just tells the browser that the inital scale should be 1.0x the size of the page. tells the browser to use 8bit character encoding. Your website will work fine without these so dont worry about learning them until you need to. Stick to the basics :D
