IMO such an insane and poorly thought out idea. Most people will benefit from a reduction in noise pollution, quieter roads are better - especially when people are trying to sleep who live next to night bus routes. Many blind people have superb heightened audio receptiveness - the blind person at my work knew Who was coming just from the noise their shoes made on the carpet, so there is no need to add extra sounds?
