Hi 🙋🏽♀️ I laid a piece of cardboard on top of the frames . Then I hot glued the ballons on top. I have a heat gun that has a low setting. I placed a little glue on the tip where are you tie the balloon at. You also have to put some glue on the balloons as well to stack them but you have to use a low heat hot glue gun.
