I am curious, why are some Israeli/Jewish songs to the tune of Soviet and/or socialist ones? Partizaner-Marsh is to the melody of Einheitsfrontlied for example.

Israel has a large Ashkenazi Jewish minority, a large amount of which came in the 90s from the Soviet Union. Israel was also formed when Ashkenazis and socialists made up the majority of the voting block and certainly the political elite.
Israel was a very socialist country in the early part of it's history and actually had a decently popular Communist party (Mapam). Obviously Israel has always been a democracy, but it's just shifted from the democratic-socialist "Mapai" party (Hebrew abbreviation for Workers' Party of the Land of Israel) which governed Israel from '48 to '68 when it was merged into the modern-day "Israeli Labor Party" and lost much of it's voter base, to the right-wing "Likud" party in 1977 which won in a landslide victory that was the first election that the Israeli political right defeated the left. Basically Israel in it's earlier history was a very socialist place. Not approaching full on Communism or Marxism, but resembling somewhere like Sweden. This obviously had a very large impact on the music, especially from the large amount of European Jews that immigrated to Israel after WWII.

Military music is part and parcel of every israeli. ..so it it is indeed folk music. Until peace can be achieved, the military will be omnipresent.
