A controllers analog stick is 360 movement so in a lot of cases movement wise a controller player is at an advantage. But when it comes to aiming mouse is superior. Aim in general and long range gunfights are way easier on mouse.

It was very apparent just how bad it really is when i was watchjng the GEARS 5 E LEAGUE STREAM yesterday. Im watching pros struggling and getting screwed over because the game is soooo fcking slow and unresponsive. There is soooo much input lag, even more than the usual bs and the patch notes dont makes sense or justify why it was / is this much slower now.
