It became evident to law enforcement in Victoria, Australia in the early 2000's that certain underworld identities had cell phones that did not get bills and the telecommunications companies didn't know existed- making them hard to tap into for law enforcement. There was no private network, like this story... It was apparently some phone hack of some sort... What the heck were they doing???

I've got a good question for you. It became evident to law enforcement in Victoria, Australia in the early 2000's that certain underworld identities had cell phones that did not get bills and the telecommunications companies didn't know existed- making them hard to tap into for law enforcement. There was no private network, like this story... It was apparently some phone hack of some sort... What the heck were they doing???
I’m no expert, but they could have gained access to cellular infrastructure and made a private network. I mean- the knowledge to create a private cellular network is freely available. Cellular standards such as LTE are not too hard to set up given enough time

Based on the source article, the network can inhibit/unibhibit radios which indicates some digital signalling. But they use the term "inversion" or "scrambling" instead of encryption, indicating analog voice traffic. So I'm guessing it's an MPT network or similar, which has digital control with analog voice. Either way it's not a "cellphone network". Many private companies have similar private radio networks spread across entire countries.

This video would have been a perfect advertising opportunity for a VPN company. It would be much cheaper and more practical to use one over existing commercial mobile network instead of building new infrastructure from scratch.
VPNs don't do much for security. You can still see the traffic, it's just more difficult to work out where it's coming from.
@@nikkiofthevalley They also encrypt the traffic, so cartel's mobile operator would only see phones exchanging encrypted traffic with let's say AWS servers, which are used also by tons of popular services. If done right it would be very difficult distinguish from regular users, and impossible to read even if anything was suspected.
