The certificate recognition is one-time. The recognition body differs from profession to profession. Once you find out which recognition body is responsible, you can check the fees from their website ( I made a recent video about the opportunity card, follow that for the recognition process). You have to recognise the nursing certificate and not the WAEC certs (unless it's specified).

The requirement is to have an academic qualification or vocational training. It doesn't matter whether its degree or diploma. If you have diploma, you can apply as well.
You only need IELTS or A1 German language if your qualifications are not equivalent or not FULLY recognised in Germany. This institution (zab.kmk.org/) can tell if your qualifications are fully recognised or not.
The 12k is still yours. If you want to talk about expenses that wouldn't come back to you, then, talk about things like flights, visa fees, document recogniton fee etc. It is not strictly to use blocked account, you can also use obligation letter or finding a part time job. I came to Germany with an obligation letter and not blocked account.
For free? 😂Is that 1027 per month a joke to you? That's like 12500 euros a year and you need to prove you have that during visa application. For someone looking for a job that's a lot of money.
You don't necessarily need 12.000€ You need to prove to the German administration, that you can support yourself financially during your stay in Germany. There are basically 3 options. The first and easiest option, from the perspective of the German embassy is, to provide cash =12.000€ The second option is to have an employment contract for a part-time job as "unskilled" labour for 20h per week. (for example in a restaurant etc) The third option is to have a sponsor in Germany, who signs a contact with the government that he would pay for your expenses, if you can't support yourself.

I haven't had that experience or know of anyone that did that, but I think it is possibly only if you have B2 German proficiency.

Yes, the financial requirement is compulsory (you can use a blocked account or obligation letter or part-time job).

When your visa is denied, the embassy will give you a letter which you will give to the bank, and they will refund your money to you.

The current requirement doesn't specify an English language certificate from the university. Less wait and see when the program starts.
