The classic Chills album: Martin Phillipps is clearly at a creative peak here and this release contains some wonderful music. "Heavenly Pop Hit", like a previous reviewer observed, has a great juxtaposition of less than heavenly lyrics with an amazingly cheerful pop sound - it should have been a huge worldwide hit. Then the album moves on to the softer but emotionally powerful "Tied Up in Chain" and progresses through various moods. I wouldn't call "Part Past Part Fiction" a 'delicate' song, but it absolutely must be listened to on headphones for its gorgeous music to be fully appreciated. The same applies to "Effloresce And Deliquesce", a song I often find myself singing to myself; along with "Pink Frost", it is the high point of the Chills' career for me.
Martin Phillipps is definitely one of the best musical minds to come from my homeland, New Zealand, and it's a tragedy that The Chills didn't come into more fame internationally. A band able to craft such thoughtful jangle pop with such infectious melodies should not be so unfairly overlooked. Since Crowded House formed in Melbourne rather than New Zealand, I can say without hesitation that Submarine Bells is the finest Kiwi album.
