All of the earbud features can be used on any other smartphone brand. It's just for OPPO smartphones the settings can be accessed directly in the Bluetooth settings, and for other smartphones, you'll need to download the "HeyMelody" app.
Unfortunately, can't say anything about Jabra earbuds, since haven't tried one yet. But by looking at the specs, can say that Air 3 Pro has better hardware (Bluetooth 5.3, Battery, bigger driver etc). But the form factor is kind of interesting, have to admit that.
tbh, these 2 earbuds are located in different price segments. OPPO Enco Air 3 Pro has a higher price, which means its hardware is more advanced. If I had a choice between these 2, I'd go with Air 3 Pro.
My OnePlus 11 has Dolby Atmos support, and it can be turned on when listening to music on Air 3 Pro. So I could say it supports the Dolby Atmos. And btw, you have good taste in smartphones 👍

For the HeyMelody app, have you tried to download it from google play market? There shouldn't be any compatibility issues with OPPO earbuds and the app. Hope this helps.

Personally, I wouldn't recommend listening to music with a 100% volume. Better stay within the range suggested by the smartphone and earbuds. Hope this helps 🙂
This answer will be a bit subjective and will come from my own personal experience. If I had to evaluate them, I'd say my Bose QC45 is 10/10, Enco X2 is 9/10 and Air3Pro is about 8.5/10.
