In essence, the Board can say "you're fired." 😏 However, depending on the nature & extent of harm caused by the CEO's wrongful actions, the BOD may also decide to report the CEO to a law enforcement agency (whichever branch of law determines whether the CEO's actions rose to a degree requiring further judicial/court involvement & related punishments...ie, local police, fbi, etc). Just because the Senate failed to immediately remove Trump from office (ie, they didn't fire him) doesn't mean Trump can't be held liable in a court of law. Period. Just ask Mitch McConnell.

Impeachment isn't a legal process, it's a political process only.
It's similar in concept to a Board of Directors of a major corporation discovering their CEO is pilfering profits, & then having to decide whether to vote that CEO out of the company.
The Board doesn't have the power to imprison the CEO, nor to order restitution or community service; it can remove the CEO from his/her position. In essence, the Board can say "you're fired." 😏
However, depending on the nature & extent of harm caused by the CEO's wrongful actions, the BOD may also decide to report the CEO to a law enforcement agency (whichever branch of law determines whether the CEO's actions rose to a degree requiring further judicial/court involvement & related punishments...ie, local police, fbi, etc).
Just because the Senate failed to immediately remove Trump from office (ie, they didn't fire him) doesn't mean Trump can't be held liable in a court of law. Period.

Impeachment is a mechanism for vacating an office of someone that has given Congress reason to hold them as untrustworthy. ("Incompetent" is not the proper word.) It is not in the penal codes as a penalty or punishment for crime. Hence, no double jeopardy in indicting/convicting, then impeaching, nor in impeaching, then indicting/convicting.

A Third House, composed of experts in various fields of endeavour, appointed (or elected) by their peers in those fields would be an excellent idea, and could be an independent resource for the Supreme Court and the both the Senate and Congress to use as an advisory body on matters that become too contentious politically or legally and in danger of becoming 'footballs' for either Party to score points with. An Advisory Body that can cool things down, get to the heart of a problem, provide solutions that can be adopted without either side taking credit and be in the interest of the People and the Country would be a boon I think.
