The surge gadget is the 2nd bc if you play the first gadget and you have an edgar jumping on you, you are dead. So you must always have a super which leads to you being on the 1st stage the whole game. But with the 2 gadget you have enough ammo to counter an edgar
if u cant upgrade at the start and struggle with it then u use the 1st gadget. snake uses 2nd gadget bc he is very good and dosnt struggle getting to stage 2/3
