Guile's flashkick is input by holding down, then pressing up and kick. Forward dashes are input with 2 forward inputs, which means you can't be holding down (aka you lose charge). You normally don't have enough time to charge a flashkick by the time a forward dash ends, but because of the screen freeze from Akuma's V-trigger (you can charge during screen freezes), NuckleDu had enough time to charge a flashkick.
