Munawar Hussain Sir ye originally Agha Bashir Sahib ne perhi thi pehli martaba. in 1970's later was copied by others. This Kalam was written by Akhtar Rehmat Ali, and Sahba was his pen's name That's why he used "Sahba" as Takhallus
