I guess it means that in 2013 it wasn't really that common for 16-year-olds to be out partying alone on a weekday, while today it seems to be so.
You would most probably end up following your parents wherever they were going - because they wouldn't leave you home alone either - and get bored as hell.
I can confirm, as I was 17 in 2013 and now I'm a teacher and my students are mainly teens.
