You have to talk to a "Itinerant Moogle" in one of the main cities. He'll say sth like "Mogpendium is a great addition" and then it should automatically open :)

The only thing I hate is that the mogpendium is spiral bound which is a horrible way to bind anything.

I’m doing the standard objectives and I’ve done two of the dungeons but still hasn’t given me any tomes. Am I doing something wrong?

me is curious which GATEs will spill tomestones.
you could be busy raking in tomestones as GATEs happen every 20 mins and everybody and their lalafel is eligible to attend GATEs at lvl15 or as soon you find the way from Gridania and Limsa Lominsa to Ul'dah to pick up the breadcrumb quest.
if SE is not picky which GATE spills tomestones you should be able to collect a shitton at lower level, your personal lanner or kamuy or whatever runs way earlier than fly
