I don't think that was a genuine offer from Susan. She was just messing with his head. She doesn't like him. Other scenes bear that out.

I’m not so sure she hates him until the end. She flirts throughout the series but he never fully picks up on what she says and he never offers a date.
I always thought it ironic that the other character played by the actress in the previous series completely captures Alan’s heart.
