Probably because of the engineering works to get Reading Green Park station up and running. It is open now as this video was probably recorded a couple of days ago. I saw them coming through Portchester a little while ago and questioned it too. I may be completely wrong about the 'Reading Green Park' theory but it could be a likely option.

Engineering works between Winchester and Basingstoke will divert XC trains this way, aswell as Weymouth trains from Waterloo

Engineering work near Basingstoke, the fast SWR trains are diverted Weymouth trains too
