If you are an exp laner, expect getting silver medal or maybe gold if you're really good. I have been recieving alot of silver medal in my past of using exp laner heroes, and yet it also gave me a almost 70% WR. You being consistent on your role is what you should prioritise; initiate fights, push turrets, zoning, protecting allies and others. The win is what you can have and it will be enough, focus and determination is one of the key in fulfilling the role of an exp laner.

If the exp laner is not good, your team has lower chance of winning. If exp is good, you will win everytime.

not quite, usually the most important types of heroes in a match are junglers and marksmen, marksmen because of the late-game potential and junglers because they can level up the fastest, and they're rotational.
