That QB is not elite though. Many okay QB’s have made the playoffs, even fewer win it all. (Not unless an elite defense bails them out with QB’s like Brad Johnson and Trent Dilfer. Baker is solid but he’s not going to take you all the way and I think the Browns realized that.
