why didn't she apply for both programs?
does applying for 2 or 3 ( 3 is the maximum) affect your acceptance or not? I did not get it because I'm planning to apply for 3 so that I have better chances
It was just a personal preference, if you apply for 3 programmes your chances are definitely higher if you put 100% effort into your application.
