This "creative policing" can cause havoc to certain vulnerable individuals and those who surround them. It is not unlike the police practice of entrappment. To conjure around and create a crime that may never have occurred unless the provocation had been done! "Give the boys, girls something to do"! "Boost the crime figures"! "Increase the reputation of the force"!
