Same applies to shopping malls and workplaces. All are interconnected underground with heated corridors. The only time you feel cold is if you decide to go for a walk outside in the open. Perfectly OK for Papa to feel cold at night, look at his mom of the same age, all wrapped in shawl and sweater...
