When Roleplaying, I usually think that the special forces is a faction, l personally think that its the main government, i think theres a gorebox government, the citizens and other npcs are apart of it, why is there police if theres no country to protect? I think special forces,officers and citizens are apart of a faction i name the, republic of gorebox, and the special forces might be gorebox military forces.
They probably would team up with the steele leaf fighting the uncoha virus and the chaos faction.
