      I think the exemption is only for phoning 999, in which case the call will be logged. I suspect she phoned her mate inside. This should not count as "phoning police"

      2. This was not a genuine emergency.
      3. It was neither unsafe, nor impractical to stop driving. For example she could have backed up and parked here.

      Parked safely and made the call? Of course she could. I agree.

    You are not allowed to even touch your phone whilst in charge of a motor vehicle, even if it's not moving. The engine is on and she's at the junction of a major road! Disgraceful. Anyone else would be ticketed. Proof that the police can do what the Hell they like. They believe the law doesn't apply to them...that's why an awful lot of them break the law themselves!

      My step-brother used to be friends with a police sergeant, and he often used to have a lift in the cop's private car. The Sgt's favourite trick was to switch off his lights at night so his reg plate wouldn't be seen, and speed at 50 mph down 30mph roads in town.

    AB please pursue prosecution against this lady using her mobile phone, there is a UA-cam channel of a cyclist called Micky or something & he catches a lot of drivers in London for this exact same thing & they all get points & fined so why should she be any different? In fact: she should actually be fined more heavily because she should know better. Just goes to show that there is no law but Gods law.

      Each police authority has it's own website with facility to report crime. Most have a section specifically for traffic offences that you can upload video to. Always helps if you get the registration number.

    Law only applies for the non police. If you were at that spot drinking a bottle of vodka you would be done for being intoxicated in charge of the vehicle. Same applies for a phone.

    Brilliant audit AB. PC Andy was a top bloke, I hope he passes on his skills on how to deal with the public. He is what policing should be about, engaging in a non confrontational or egotistical manner. He seems genuinely proud of what he does. So glad you find and show a good one now and again.

      Was she DRIVING or SITTING in a stationary vehicle. She was more than polite to the irritating YTer who is just looking for an argument - nothing more. She politely asked him why he was filming and his answer was, "BECAUSE THEY DON'T LIKE IT."
      How UTTERLY childish.
      She then politely asked him not to film her, to which he rudely replied, "WHAT IF I DON'T WANT TO."

    The start of this video was hilarious! The guy got really annoyed as it trumped his ego! 😂 Also the lady on her phone while the vehicle was moving/in use was against the law. The last policeman was a breath of fresh air and proved that good old fashioned friendly genuine policeing is the best way for the UK!

     If you’re challenged on your appearance by a supervisor, take steps to address it.
     We don't have 'dress down' days at the Met.
     Don’t chew gum or smoke when dealing with members of the public or in public
    view.
    Unsuitable clothing
    If you don’t wear a uniform, please wear smart business clothes that present a professional
    image. Unsuitable clothing includes:
     immodest styles
     shorts/cropped trousers
     jeans
     leggings
     flip-flops
     trainers

    Hand brake was not on at the start of her phone conversation. I bet that it will now be unnessarsay to have the handbrake on to qualify as parked if you are a police constable. Could that door detain someone unlawfully? Andy did well to build a better relationship with the auditing community

    The first guy lasted a whole two minutes before calling for backup. These officious types often follow the same pattern, which is: make a demand, get argumentative when that demand is not met, start to become defensive when questions are thrown back at them, become frustrated that they can't get the last word, panic and call for backup.

    The woman in the car is a very good example of why the Met us in special measures, the feelings of the law doesn't apply to me syndrome is not only a statement of fact in there eyes, but also held out with CPS and courts not following through with charges to guilty verdicts, even when video evidence proves guilt.
    Who says justice is equal.

    The handbrake has to be applied and the engine stopped to use the phone, THEN it's legal. This use of the phone is not legal. One rule for them and another for us.. as always.

    Another A.B. Masterclass. I love the fact that A.B. Managed to get two ( out of uniform) police cunstables to say out loud that “ unless the vehicle is actually moving “ you can use your mobile phone. As opposed to the actual law which they use on us, namely when in charge of a vehicle you can’t touch your mobile phone other than at a drive through or in an emergency.     Who cares if you're filming cars in public it's not against the law. Cars are filmed in public every single day.
    She finds it strange that you're filming. Funny how she has no problem with CCTV filing all day and night.
    The reason why he can film is because there is no expectation of privacy in public. This is the same reason why you can have CCTV all over the place.
    Andy the cop, reminds me of how many years ago cops used to be.
    Now it's all authoritarian, how sad.

    My god there are still OLD school cops around, Andy was a top copper, very friendly no barking orders, no making up non existent laws, promote that man. as for the other clowns well all is normal there

    Fascinating to see how much it's changed round there. I went to school in Sutton. There used to be a Granada cinema opposite the police station. It looks so busy there now.

    another credit to the force. PC Andy Morton should train every PC in Great Britain on how to converse with members of the public who are carrying cameras.
    Andy is approachable & friendly instead of aggressive and overly paranoid.. i understand they MAY be a threat but you dont know that for sure and your approach can unnecessarily inflame a situation way beyond where it ever was potentially going. just chill out a bit
