I think in above animation 1st punch length should be more than 2nd punch so that punching at 1st station should take place at earliest. Bcoz we should avoid simultaneous punching to reduce the press capacity . Otherwise press capacity required will be high.
You forgot to mention that all dies are designed around a very specific feed length, and that feed has to remain consistent throughout the forming process. By changing the feed length, you can change the location of the hole in the washer in respect the washer itself.
Never pilot off the part, also with only one pilot you lose the ability to keep the strip square. The die will never run reliable, you need pilots on the side of the strip. The tool would only need one more station

Alea iacta est ("The die is cast") is a Latin phrase attributed to Julius Caesar on January 10, 49 BC as he led his army across the River Rubicon in Northern Italy. With this step, he entered Italy at the head of his army in defiance of the Senate and began his long civil war against Pompey. The phrase is still used today in Italy (Il dado è tratto) to mean that events have passed a point of no return. Therefore in metal stamping, if a metal pass trough a die for stamping will never turn to its original form, in short "The die is cast".
