Can you say 'the red pen' is a proper noun ? The answer is no . Proper nouns are names of specific things. It is really unique . You couldn't another one with the same characterics. Here the pen is a common noun and red is an adjective speaking of its quality. And 'the' is because you are talking about a specific pen( maybe you spotted the red pen in a basket full of green pens or you talking about a red pen you have used before) . But that doesn't mean red pen is a proper noun . So similarly in 'green tailed pigeon' the pigeon is a common noun , green-tailed is an adjective . Since it is common noun it must be preceded by an article (a(general ) / an /the (specific)). Since you are speaking of specific pigeon you preceded it with the article 'the'.
