That space is for the FERRY to board and unboard passengers. They were asked to move their boat. They refused. And that group of people held all the passengers on the ferry hostage. The ferry had to circle endlessly because it could not dock and the passengers were stranded for 40 MINS!!! They still refused to move their boat!!!! The WORKER then untied their boat and pushed it further down the dock and tied it back up. Unless you can demonstrate how this act by the WORKER was the intention to permanently deprive the owner of its possession you can be quiet.
