It’s steams fps overlay! You can turn it on in the steam settings :)

No you can learn it, first learn all the individual movement techs, then the hard bit is learning how to chain them together and find your own style. then the really hard bit is actually learning how to pull it off in game, and push through it and put a hell of a lot of time into it and you could get that good
