That's not true, though I fence Epee, in Sabre a touch can only be valid from the waist up, if you had priority or if you parried and reposted. On Epee you can land a hit anywhere and it's valid, though you can try but it will be hard to get that touch in since simultaneously touches are valid and people know what the heck they're doing.
Building technical skill and strength is paramount in all three weapons. The mental tactics and rhythms, though, are completely different so we all train in account of that. In sabre, there is a bit less emphasis on blade technique and more on footwork speed and distance. I'm a sabreur but certified coach in all 3 weapons.
