Evolt is my favorite villain ever. His plan might not make 100% sense right now but the fact that the entire story of Build is just Evolt manipulating everything from behind the scenes and getting away with it makes him so awesome. At least up to now (ep 40) everything’s gone according to plan, making him one of the most successful villains ever

Genm is the best villain for me, not just of Kamen Rider, but the best villain of all time. His motives of why he made Kamen Rider Chronicle and how he got descended into madness makes him my second favorite character of all time as well (Rorschach is first)
Agree, Dan kuroto even get 2 of his own sh figuarts figure in human form While evolto being more or less the strongest heisei mainstream(not counting other movie or spinoff) series main villian, nobody had expected the mentor equivalent of sento from the start is the big boss of the series and plus he's not just any final boss villian who appear in the last min, he was there since the start, have plenty of development as the series goes on as the audience slowly understand his purpose and sceems, countless of time he proved to be a threat to the point where he was actually just taking easy and playing with the main cast (he could have destroy earth by the time he gain black hole form immediately or when he fused with the Pandora panel)

I also would've put Wakana on here because I love her and maybe the chairman from Fourze as an honourable mention (I know you guys dont like Fourze, Jacob withstanding, but still).

Eeeehhhh, his explicit motivations, the motivations you can quote the character for are pretty dumb, but they kind of make sense. I mean, in the end he is a control freak, and wants people to serve him, or at least his actions and reactions to stuff transmit that. So the fact he wants people to play his game so they end up at his mercy, and also so he can manipulate the loved ones of the players that get stuck in Kamen Rider Chronicle, all while he is nigh invicible as Cronus (even more so after having the power of "Reset" together with the power of "Pause") and strong enough to just use force to get whatever he wants, yet he prefers to manipulate people into obeying him. If he killed Kuroto and got rid of Parado or Emu while they're not transformed (which won't happen because Kamen Rider can't allow for a tragic world that isn't an alternative reality or with some way of making things better), he would have monopoly on how to create Gashats and Game Drivers, making it so, unless someone inside of Genm tried and succeded in using that information to making a version of a Gashat to counter Cronus that didn't require surviving and adapting to the Bugster virus (which in any of it's current iterations seem nigh impossible, only Cronus and Emu got to do that because they were infected with the prototype version of it and developed inmunity in one way or another over a long time) , no one can stop him from doing or forcing others to do what he wants. He's fucking terrifying.

Its a cool idea on paper to have a reaccuring villain group that constantly reappears in a new form for a new Rider to fight, but once they started bringing them back as a gimmick for the movies they immediately lost everything that made them interesting. You can only have so many variations of Super-Ultra-Mega-Turbo-Legendary-Giga Shocker before it just becomes annoying. (Also, having DECADE revealed to be the big mastermind behind it all didnt really help matters. Onore Dikeido!!!)
What about Mitsuzane Kureshima/Kamen Rider Ryugen? His turn from hero to anti-hero to anti-villain to villain and then back to hero was one of the most compelling storylines in Gaim.

I don't know what do you guys see is Kaito, but i couldn't stand the guy. Not only was his rivalry with Kouta the generic, shonen action anime rivalry (Kind-hearted, lovable, clumsy goofbal vs cold, brooding, no-nonsense, power-hungry bad boy), but he's another one in a line of Darwinist Japanese villains....... *AND I'M SICK OF THEM!!!* They all spout out the same shit. What a load of crap, it just created a completely inconsistent character that didn't even manage to represent the social Darwinist side well. ThePotatoPlays I never saw Maki as threatening, he is creepy, and his back story adds onto it. But Kougami always seemed to be aware of what was going on, and we know so little about him. Also, he voiced the Villain in the OOO final stage.

But hey, it's not like he was the only awfull character in Gaim.
