Oh well... "Fem-Scottish" voice is a rather specific term. The first person coming to mind for me would be "The Cheeky Scot" (on social medias) aka Katy Townsend. But she is actually a professional voice actor, so I wouldn't naturally assume she's up for anything. Never hurts to just ask though. If you can sell yourself well enough, even a somewhat bigger personality might feel inclined to give your project a shot :)
