No, they don't sound similar (it's freaking Isshin Chiba, an acting genius) Dio sounds egocentric and with a total desire of control. Jedah, on the other hand, sounds more like a Priest that wants "the best" for his acolytes... with some outbursts of "blissful" laughter. His tone is more "merciful" (well, merciful considering Jedah's twisted nature)
Dio, jedah, pyron and Gill are the only bosses to have filters to sound supernatural in their respective games, not to mention that pyron, jedah and gill share previous songs with mystical tones that give them a feeling of otherworldliness and superiority.
