I think the sound you are referring to as Eastern or Arabic is referred to as Oriental, there are scales that give this "Oriental" feel to them, but the source of the sounds that make a song sound Oriental are actually quarter notes which are not used in any western scales. They use notes that are in the middle between a note and its half step (like a note lower than E but higher than Eb).
Watch Love is like a Dream with Igor Krutoy and Sinful Passion. Very few people realized how difficult it is to sing like that. Flamenco singer in Spain have that Arabic influence and sing something similar to that. I really enjoyed your reaction.

He went from unknown overnight to "needs bodyguards to go shopping" and when his album went out for online sales in China, it went platinum in less than a minute and triple platinum in something like an hour. He has always been grateful for the help they gave him, so he learned to sing a really important song (Autumn Strong) in Mandarin during the show in 2017 to let them know his appreciation. Please realize that he only knew a handful of travel words in Mandarin at that time, so he learned the song phonetically. In a week. Of course, phonetically for Mandarin also includes a number of tonal quavers to get the meanings of the words right - while singing notes! He sang the first verse of Confessa in Mandarin instead of the standard Italian. Coming back for this 2018 non-competition performance, he had learned enough Mandarin to give a proper thank you at the end of this song. And he translated some of the lyrics of this American (Lionel Richie) song to Mandarin so the audience could feel it better. He does not forget a favor.

At the end of the second verse, Dimash sang "I love you" in Mandarin ("Wo ai ni") to the Chinese audience, and again in the third verse, adding "I love you" in Kazakh, before whispering "Thank you" in Mandarin at the end. Dimash beautifully incorporates Middle Eastern (Armenian, Turkish, Arabic, Azerbaijanian, Kazakh) runs in the song. His friend (Erlan Bekchurin) does many of his arrangements and also arranged this performance. This is my favorite rendition of the song; even better than the original in my humble opinion. You would certainly enjoy his vocalise rendition of the song "Know". It is different, but he performs the entire song without lyrics.
