I'm sure when Blue Beatle shows up it'll be the movie actor but it'll be animated or part of an ensemble. It makes sense. Besides the fact that he did a good job, is enthusiastic about the character and that Gunn said he would bring him back, he's not a huge name that's going to cost them too much and he probably had multiple projects on his old contract that they can take advantage of. It'd be a waste to not utilise him, but again it'll either be an animated series or as part of a team.
