This is the White Fox Experiment, an official bounty study performed to give notice of the loot pools and other information of NPC bounties. Please note that the loot pool for this video may not be complete or may be altered with future updates.
A total of 45-50 bounties were killed in total to verify the loot pool with a total of 25 bounties being used to calculate the percentages of loot drops allowing for a precise percentage. The exact percentage of each loot drop may vary however the presented information accurately represents the results of this test.

Based on the 50+ bounties killed for this video, no it was not in the loot pool. There is always a chance it is so rare it didn't drop however but I would say most likely he doesn't.
