The bottom part is the intake that draws air in as a turbine shape fan redirects air toward the chopper and stator ports which create the noise through air chopping and that sound is redirected through the horn on the top. Heck, car technology has more in common with sirens than you think when sirens like the ACA Hurricane and Federal Signal Thunderbolt 1000T and 1003 use a roots blower which functions like an engine supercharger to compress the air being forced through the chopper, resulting in a much louder sound.

I might also add some sirens are powered by Rolls Royce engines. The same ones you'd find in cars.
