The truth is that they are not provided with what they need, it's like being send to a farmland without tools needed. Those guys are being send to face terrorists that are well armed and motivated. I remember when the Nigerian Army used to be a force to reckon with. The Nigeria Army went down hill when Babangida come to power, he politicized and destroyed the Nigerian Army.
He's there as a distractor. Instead of the soldiers to face the enemy headlong with full force, they will be concerned about the safety of their boss (COAS) - conflict interests.

Generals direct the war, usually they don’t command a particular unit, they direct the operations of an entire Amy regiment.
