The host country engagement sounds like it is self-initiative, while the service project sounds as if it is assigned by Taiwan. Are they 2 different things? Please is the fulbright schorlarship in Nigeria for only PHD ?
based on this site us.fulbrightonline.org/applicants/types-of-awards/english-teaching-assistant-awards I would say yes 😔 there might be some options for research grant (which is different from the PhD option)

Hmm, that's a very interesting question that I wouldn't have the answer to :/
My guess is, if you do not formally have a PhD, then you are eligible for a Fulbright PhD-- but check!
