That noise is the sound old fluorescent tubes used to make. They were often used as light sources for offices or for underground facilities working 8+ hours. New ones were almost silent, but as soon as it starts to get older or the connection has any hiccup, you would hear that buzzing. For most it would be annoying for other an excruciating experience. Guess that's why it's used as a horror element to this day.
