Hi Daryle. This is in Philadelphia, specifically South Philadelphia. There's an annual parade on NY's day called the Mummers Parade. There are various divisions. QC is part of the String Band division. Each division has their own competition during the parade.
They can't afford the big costumes anymore, unfortunately. Look at how many string band clubs folded over the years. I miss them too, but things change. You take care 🙂

I miss the old costumes with the big feathers and the band just played music enough of this broadway on Broad Street.
