Conflict of interest must be understood. Even if there is even a possibility of an apparent conflict of interest, public servants need to avoid such conflicts. To arrogantly say there is no conflict undermines trust in the public service. Without a corporate culture that protects against such events, we risk going down the slippery path to corruption within the government and being accepted as normal.
Police these days wouldn't have picked up on the fact they were being played. They probably felt quite special being chauffeured around a high tech city by state sponsored professional propagandists. I'm not saying they were all dumbasses but when a large portion of the group are oblivious, the few that did know probably just went along with the ride because, hell, why not! Now the cat's out of the bag it remains to be seen whether or not all the photos, all the videos, all the sights the people or agencies and importantly, all the narrative can be collated, documented and put to someone like Ms Brady for assessment. Sound excessive? It's exactly what the CCP would be doing should the boot be on the other foot.
