And before that 1.12 Hell I remember the days when it was 1.7.10 and 1.6.4 There are points where so many popular mods are still on the same version that future mods are created for that version as well even when newer ones are out. Then you wait a few years till' a new version peaks.

That's just how it simply works if you have the generator off or in multiplayer. Every chunk generated will make distant horizon generate the LoD version of it.
It's like this. It will only be rendered when you walk past it. Pulling the cpu to the highest level in the settings will also render the surrounding squares, but it won't be too far away.
You should definetly check Particular! Its the best visuals mod I have ever seen! Finally a replacement for Effective that is gate keepped on the worst modloader

Eyes and walking are from fresh moves, you gotta set up the eyes though
