@@bhavyajaiswal4775 Atal tunnel ke baad road par hi apko vehicle ke liye green tax ki receipt leni hoti hai..4 wheelers ke liye INR 200 and two wheelers ke liye 50..
and yes most probably Nov end mein khula milega..usually Dec end ya Jan mein heavy snowfall ke baad hi road block hoti hai..

@@bhavyajaiswal4775 is time to aisi koi need nhi hai..only 200 Rs. Ka green tax dena hota hai...han agar heavy snow ke chalte Dec- Jan mein Atat tunnel only 4*4 ke liye open ho to uske liye kuch extra charge dena pad skta hai..baki permission ka I don't think ki aisa koi charge hoga tb bhi..
