In Spanish we call that "Siseando" you acomodate your teeth as if you where to pronounce the "S" sound and then control the expiration of air using your tongue to define tone of the whistling. Not everyone gets this to work tho, similar to people that whistles blowing air in instead of out kind of thing. Regardless, very impressive.

The whistle? It’s the only way I can produce a decent melody. I can barely whistle the normal way. 😅🤷🏽♂️
